Shop is seeing orders with ONLY products marked as non taxable get charged shipping in PA. In PA, if you are shipping out only NT products in an order, you should not have tax charged for shipping either.

Avalara has advised that this is an issue on our end. Their shipping tax code has been confirmed correct.
