Customer able to enter Canadian address while Canadian shipping is disabled

Customer who signed up today entered a Canadian address on an order and Canadian shipping was never enabled while they had an account. Support was unable to reproduce or find a way to enter a Canadian address with their current setup. It's not clear how this was possible.
