System is incorrectly allowing Local Pickup for Waitlist Authorized items despite the setting being disabled

What is the shop or customer experiencing: The Shop reported that orders authorized from the waitlist overnight are still defaulting to Local Pickup, even though the shop has disabled Local Pickup as an option. Customers are currently unable to manually select pickup, yet the system is assigning it to these authorized orders.
What is the expected behavior: Waitlist authorized orders should respect the current shop settings; if Local Pickup is disabled, these orders should default to shipping.
